On September 28, Mao Guanglie, Vice Secretary of Ningbo Municipal Committee of the CPC and Mayor of Ningbo made an inspection of the work of energy saving and discharge reduction in Yinzhou. In his inspection, Mao Guanglie said that the situation for the work is very hard, and that Yinzhou should continue its efforts so as to take the lead in Ningbo to establish the mechanism of energy saving and discharge reduction.
At the construction site of the West Yinzhou Sewage Treatment Plant, Mao Guanglie said that the construction should be sped up, that it should be ensured to work normally after the plant is completed, and that all the discharge reduction projects should be made sure to function efficiently. In his inspection in Ningbo Zhonghua Paper Co., Ltd., Mao Guanglie pointed out that the company should continue its efforts to optimize the product mix, promote the industrial updating and transformation, keep reducing energy consumption and turn itself into an energy saving and environment friendly company.
Mao Guanglie emphasized that the situation for the work is very hard, and that Yinzhou should go on working hard to ensure the completion of the goals set for this year and for the 11th 5-year Plan Period. Mao Guanglie said that Ningbo should take time to establish a unit or region-based regulatory mechanism for energy consumption and discharge, that the city should further improve the policies for the development of industries, environment protection, and energy saving, and the city should establish a working mechanism to promote energy saving and discharge reduction, that the city should form the rules relating to industry access, elimination of highly energy consuming industries, and assessment rules. He said that Ningbo should further intensify the construction of the sewage treatment plants and make them yield economic returns as soon as possible, and that Ningbo should maintain the correct orientation for public opinion so that the society should have a high awareness for the energy saving and discharge reduction.
